Transcript:My work takes me to post-conflict societies across three continents. And the one thing that strikes me every time is how quickly populations are willing to rebuild, even after unspeakable trauma, when they are given the tools and the governance structures to do so. The failure is almost never one of human will. It is nearly always a failure of institutions. When the rule of law collapses, societies collapse with it. When it is restored, recovery is often startlingly rapid.
